I have recently been looking for a new (old) car, and because I am still a student I have a rather restrictive budget.
Today I started looking at impounded/damaged cars and I found these:

... As well as some more expensive cars (out of my price range) in nice condition

I also challenge you to find the coolest (workable) car for sale now (not exclusive to this website) that would fit in a student budget (up to ~2000)

Elco looks nice. especially at that price. Basically all the american cars look great at those prices. The Jags, I would be wary of.

The Jags are mislabeled.
The one called "X-Type" is an XJ. The one called Mk is a Mk2.

Another, perhaps more grisly alternative is the insurance auctions. Everything from OMG to 'they totalled _that? I'm there!'
Unfortunately, this one is not among the 'public' auctions. I think at minimum a business license. Somebody more experienced on this can fill in the correct details.

Those are a bit a bitch, you don't really know whats wrong with them and sometimes you'll end up going 20x budget. Honestly buying any car around $2000 is more difficult then buying a $20,000 car. In fact i'd argue its one the most difficult things any car guy can do when it comes to buying a car.
Why? Because you have to find a car that'll need minimal work or it'll easily reach out of the budget and car that is interesting enough to really waste your time with. Sure you could buy a Geo Metro and call it day but i rather try to score a CRX with a stick because those cars tend to be good handling and light weight, also have a huge aftermarket following so that means better parts and used performance parts.
Honestly i'd stay from old cars if your on a student budget and looking to buy a cheap project. Buy a car from the 80's or 90s', lower miles and most likely less problems unless you buy a car filled with electrical problems. These old cars in some cases without you even know could use extreme work that you most likely can't do, though same could be said from some Nissan 300ZX from 86.
Maybe think about buying a 1st gen Ford Focus? Cheap, good handling and chassis and a good size aftermarket. Also you can try to aim for an E30 3 series, though those don't have such a great aftermarket you can mostly find one cheap if your lucky.

You want to check eBay, craigslist and local listings. If you see an old beat up car that you like at someones house, ask if its for sale. Simple as that can land you a car.
Do note that any car you buy will need work and unless you have the proper tools (Jack, jack stand, oil pan, sockets, etc) you might want to work on getting the tools. If you do get tools, don't go too cheap because the tools you buy can last you a life time if they are of good quality and taken care of.

Oh and the last part which might help is try to get a partner.
Find a friend whom like you loves cars and wants to buy a project car to learn and have fun. Split the price on the car you buy and anything you buy for the car as well. You and a friend both with $2K to spend on cars equals to $4K to cars and opens up your options so much.
I picked up a 1988 mitsubishi galant sigma (bet you never saw one of these, so rare that at the time i was the only one in America selling one) for $400 but a friend and i only split it so truly i only paid $200. It had problems, coolant leaks, burn oil, etc but we had fun fixing it. Also i'd wait in till the warmer weathers to appear again to find a car, were waiting till it gets nice out again to pick up a new car.
You'll also might want a garage. Depending where you live, you might not be able to have a project car thats not running on your drive way, over here your neighbors can complain and if they can complain enough you can get kicked out even though we pay some of the most taxes in all of US, funny huh?

BUG! It''ll be super easy and you can swap in a more powerful engine when you have the money. Maintenance will be super cheap and super easy. Insurance I have no idea about.
